NEFCO chairs Northern Dimension Environmental Partnership

NEFCO has assumed the chairmanship of the Northern Dimension Environmental Partnership (NDEP).

Specifically NEFCO will manage the activities of the organization’s Steering Group, which is responsible for initiating and implementing environmental development projects in the Northern Dimension Area of Northwestern Russia.

Body: 

At the moment the NDEP, which complements project funding supplied by international financial institutions, has some 16 active environmental projects in the pipeline.

Apart from NEFCO, the NDEP’s Steering Group has representatives from the World Bank, the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB), the Nordic Investment Bank (NIB), the European Commission and Russia.

NEFCO’s Managing Director, Magnus Rystedt, will be the chairperson of the Steering Group until the end of June 2011.

"The year ahead will be busy and decisive for NDEP. We aim at signing two new grant agreements in Russia in August. Additionally, new proposals on wastewater treatment are currently being developed by the international financial institutions for Murmansk, the Leningrad area and Pskov in Russia and Vitebsk, Grodno and Brest in Belarus. We hope to be able to submit these proposals for the Assembly’s approval this year", said Managing Director Magnus Rystedt.

    The Nordic Development Fund’s Board of Directors has approved financing of EUR 10 million for a new climate initiative named the ProClimate Facility (ProCF).

    The new facility will be implemented in partnership with NEFCO’s Carbon Finance and Funds team, which has extensive experience of purchasing emission reductions from climate projects across the world.

    Eight schools and six day-care centres in Olenegorsk, which is situated in Northwestern Russia on the Kola Peninsula, will benefit from a comprehensive energy saving scheme financed from NEFCO’s Facility for Energy Saving Credits.

    The project will involve the installation of automated heating sub-centrals as well as balancing and thermostatic valves in 14 buildings, which are owned by the city’s education department.

    NEFCO and Neste Jacobs have reached an agreement to finance and implement projects to ensure the safe offloading of oil products at terminals in Russia, Ukraine and Belarus.

    Under the terms of the agreement, NEFCO will fund the operations while Neste Jacobs will provide the oil offloading technology and its engineering services.

NeCF extends renewable energy portfolio in South East Asia

The NEFCO Carbon Fund (NeCF) has signed three long term Agreements to procure certified emission reductions from three small hydro power projects in northern Vietnam.

The renewable energy projects will be implemented under the Kyoto Protocol's Clean Development Mechanism (CDM), and will generate predominantly post 2012 credits.

Body: 

Maija Saijonmaa, a Project Manager with NEFCO’s Carbon Finance and Funds Unit, based in Helsinki described the investments: “The hydro-electric power stations will have a combined installed capacity of 37 MW. The projects are contracted until 2017, utilising the available 7 year crediting period, and are implemented under the Small Scale rules and the approved small-scale methodology AMS-I.D, version 15.” she stated.

In recent years, Vietnam has suffered electricity shortages as a consequence from rapidly increasing demand, thereby imposing negative impacts on economic growth and daily lives of people. As almost 60% of the electricity is generated from fossil fuels, the projects will help reduce emissions. The three separate hydro plants will generate approximately 145 GWh of clean energy, respectively per year leading to estimated combined annual emission reductions of approximately 83,100 tonnes CO2 equivalents or 582,000 tonnes of CO2 over the crediting period.

The NEFCO Carbon Fund was launched in March 2008, and started operations in April 2008. To date the fund has 10 signed ERPA contracts, plus a further 6 projects at the Letter of Intent stage. The NeCF currently has access to financial resources of €100 million, raised from both sovereign and private sector actors. The purpose of the facility is to procure high quality carbon credits for compliance purposes under the EU Emission Trading Scheme and the Kyoto Protocol.

New ProClimate Facility established by NEFCO and NDF

The Nordic Development Fund’s Board of Directors has approved financing of EUR 10 million for a new climate initiative named the ProClimate Facility (ProCF).

The new facility will be implemented in partnership with NEFCO’s Carbon Finance and Funds team, which has extensive experience of purchasing emission reductions from climate projects across the world.

The new ProCF establishes a partial climate guarantee and technical assistance to support small and medium-sized investments in climate change mitigation and adaptation projects, including those eligible for so called Clean Development Mechanism (CDM) under the Kyoto Protocol.

ProCF can extend partial loan guarantees, technical and operational guarantees as well as technical assistance to selected projects. As an innovative element the facility can enable different kinds of advance payments on deliveries and supplies, such as Certified Emission Reductions (CERs) in CDM projects. Attaching technical assistance to the selected projects is expected to further enhance the efficiency of the facility.

ProCF builds on NDF’s experiences from the Mekong Energy and Environment Partnership (EEP), the Nordic Climate Facility managed jointly with NEFCO, and the recently-launched GreenPyme energy efficiency programme of the Inter-American Investment Corporation (IIC). All three programmes operate between the public and private sectors. The ProCF supplements the already available financing by establishing a possible source for further support for viable projects developed under these seed-fund facilities.

    Eight schools and six day-care centres in Olenegorsk, which is situated in Northwestern Russia on the Kola Peninsula, will benefit from a comprehensive energy saving scheme financed from NEFCO’s Facility for Energy Saving Credits.

    The project will involve the installation of automated heating sub-centrals as well as balancing and thermostatic valves in 14 buildings, which are owned by the city’s education department.

    NEFCO and Neste Jacobs have reached an agreement to finance and implement projects to ensure the safe offloading of oil products at terminals in Russia, Ukraine and Belarus.

    Under the terms of the agreement, NEFCO will fund the operations while Neste Jacobs will provide the oil offloading technology and its engineering services.

Support for Olenegorsk’s energy saving scheme

Currently, heating for all these buildings, which are utilized by more than 8,000 children, teachers and day care personnel, comes from coal. The city of Olenegorsk will also partly finance the energy saving scheme. 
 
The energy saving measures will benefit the environment in many ways. Carbon dioxide emissions will decrease by some 1,990 tonnes per year, and annual emissions of sulphur dioxide and nitrogen oxides will be reduced by some 15 and 2 tonnes, respectively.

 The financial benefits derived from the project for the city are also quite substantial as Olenegorsk is expected to reduce its heating costs by an estimated RUR 2.7 million per year.

“This is our 46th municipal energy saving project in Russia, and there seems to be a buoyant demand for our energy saving loans in other parts of Russia, particularly within the Barents and Karelian regions”, says Elisabet Paulig-Tönnes, a Senior Manager at NEFCO.

Under the terms of the facility, NEFCO may finance up to 90 per cent, or a maximum sum of EUR 260,000 of the investment costs, in projects, which receive funds from this credit program.

Last year the Russian parliament approved a new law, which makes it mandatory for all municipalities to prepare detailed plans on how to promote energy efficiency within the municipal sector.

NEFCO Carbon Fund supports small hydro projects in China

The NEFCO Carbon Fund (NeCF) has signed two agreements to procure emission reductions from two small hydro power projects in Sichuan province, China.

The renewable energy projects will be implemented under the Kyoto Protocol's Clean Development Mechanism (CDM).

Kimmo Siira, Senior Representative of NEFCO’s Carbon Finance and Funds Unit, based in Singapore visited the sites in South-Western China earlier this year.

“The power stations will have an installed capacity of 20MW and 16MW. The two separate projects will displace power currently drawn from the Sichuan Provincial Power Grid, a sub-grid of the Central Power Grid which is currently dominated by fossil fuel sources” he stated.

The plants will generate 85 and 61 gigawatthours of clean energy, respectively per year leading to estimated combined annual emission reductions of approximately 226,000 tonnes of CO2 equivalents in the period up to end of 2012, and significantly greater savings over the project lifetimes. The combined capital investment is approximately EUR 25 million.

“We are pleased to support these renewable energy projects through the provision of carbon financing. In addition, the NeCF is currently evaluating a number of deals in the area of renewable energy in India (small scale wind power), three South East Asian countries (all small hydro, not exceeding 20 megawatts) and Mexico (large scale wind). All the projects have a significant post 2012 element, said Ash Sharma, Head of the Carbon Finance and Funds Unit at NEFCO.

The NEFCO Carbon Fund was launched in March 2008, and started operations in April 2008. To date the fund has 7 signed ERPA contracts, plus a further 9 projects at the Letter of Intent stage. Its first project, the Xiangshui 201MW wind power project in Jiangsu province China, was registered in March 2010.

The NeCF currently has access to financial resources of €100.6 million. The purpose of the facility is to procure high quality carbon credits for compliance purposes under the EU Emission Trading Scheme and the Kyoto Protocol.

    Eight schools and six day-care centres in Olenegorsk, which is situated in Northwestern Russia on the Kola Peninsula, will benefit from a comprehensive energy saving scheme financed from NEFCO’s Facility for Energy Saving Credits.

NEFCO and Neste Jacobs to cooperate on oil offloading ventures

Body: 

Neste Jacobs, which is the leading provider of engineering services for oil, chemical and biotechnology companies in the Nordic region, has considerable experience in supplying oil offloading equipment and its ECOARM technology is highly regarded in the industry. The system, among other things, effectively prevents leakages and discharges of oil products into the environment during the offloading process from railway containers.

ECOARM products, which include pumping heads, jet pipes, heat exchanger units and hydraulic units are partly manufactured and assembled in Finland by PMC Polarteknik.

NEFCO has previously financed a wide range of projects to reduce discharges of hazardous chemicals and oil products into the environment in Eastern Europe. The corporation has also financed delivery of oil spill response equipment to ecologically vulnerable areas in Russia.
Through its Barents Hot Spots Facility, NEFCO has financed feasibility studies to rehabilitate soil at contaminated oil terminals.

Сотрудничество НЕФКО и Несте Якобс для безопасной транспортировки нефтепродуктов

НЕФКО и Несте Якобс подписали соглашение о финансировании и выполнении проектов, обеспечивающих безопасную перегрузку нефтепродуктов на терминалах России, Украины и Беларуси.

Согласно условиям соглашения, НЕФКО предоставит финансирование для внедрения технологий перегрузки нефтепродуктов и оказания инженерных услуг компании Несте Якобс.

Несте Якобс известна как ведущая компания Северного региона, предоставляющая инженерные услуги для нефтепереработки, химических производств и биотехнологий. Она имеет значительный опыт в поставке оборудования для перегрузки нефтепродуктов с применением своей технологии ЭКОАРМ. Эта система входит в комплекс мер эффективного предотвращения утечек и проливов нефтепродуктов, предотвращая загрязнение окружающей среды при разгрузке железнодорожных цистерн.

Часть комплектующих ЭКОАРМ, в которые входят насосное оборудование, эжекторы, теплообменники и гидравлические устройства, производится и собирается в Финляндии компанией ПМС Полартехник.

В предыдущие годы НЕФКО финансировала различные проекты по сокращению загрязнения окружающей среды химическими веществами и нефтепродуктами в Восточной Европе. Корпорация также обеспечивала доставку специального оборудования для борьбы с разливами нефти в экологически уязвимых регионах России.
Используя Фонд по реализации природоохранных проектов в горячих точках Баренцева региона, НЕФКО поддерживает разработку мероприятий по реабилитации загрязнённых территорий нефтяных терминалов.

NEFCO invests in paint factory in Ukraine

NEFCO is investing in the production of environmentally friendly paint in Ukraine. NEFCO announced on Tuesday that the corporation is investing EUR 2.2 million in a project, aimed at establishing a paint factory which will produce waterborne paint in Odessa, southern Ukraine.

The factory will be built by the Swedish company Eskaro and the project is valued at EUR 10.6 million. The project will also be financed by Swedfund and the Eskaro Group.

The new factory will replace local production of oil based paint. Production will be based on a closed circuit, which will not cause environmentally harmful discharges into surrounding waterways.

“One of the advantages in producing waterborne paint is that one can avoid discharges of volatile organic compounds (VOCs), which are emitted from oil based paint. This project is expected to reduce discharges of VOCs by some 870 tonnes per year,” says Karl-Johan Lehtinen, Senior Manager at NEFCO’s environmental unit.

Some VOCs can cause cancer. VOCs also contribute to the creation of ground-level ozone, which in turn can harm vegetation in the ecology.

 “Eskaro has sold waterborne paint in Ukraine for over 15 years already. When we started out, oil based paints made up over 95 per cent of the Ukrainian market. Now the waterborne, environmentally-friendly paint products constitute some 30 per cent of the market. The political stability and improved financial situation in the country have inspired us to make the final move and start up our own production in Ukraine, says Pertti Pihlström,” Chairman of the Board at the Eskaro Group.

“We hope that this project will generate a demonstration effect, which will trigger interest in similar projects elsewhere in Ukraine. We are, in other words, inviting Ukrainian companies to make use of our financial instruments in order to expand environmentally cleaner production in the country,” says Torben Vindeløv, Vice President at NEFCO.

    Eight schools and six day-care centres in Olenegorsk, which is situated in Northwestern Russia on the Kola Peninsula, will benefit from a comprehensive energy saving scheme financed from NEFCO’s Facility for Energy Saving Credits.

    NEFCO and Neste Jacobs have reached an agreement to finance and implement projects to ensure the safe offloading of oil products at terminals in Russia, Ukraine and Belarus.

    Under the terms of the agreement, NEFCO will fund the operations while Neste Jacobs will provide the oil offloading technology and its engineering services.

Последние пять лет НЕФКО активно работает на рынке углеродных квот, где можно получить значительные средства для выполнения климатических проектов.

Управляемый НЕФКО фонд региона Балтийского моря TGF, один из первых углеродных фондов, использовал более 35 млн. евро для реализации проектов совместного осуществления Киотского протокола, направленных на сокращение выбросов парниковых газов. Необходимые средства предоставили государственные и частные учредители фонда.

Активная работа по заключению договоров продолжалась с начала 2005 г. до декабря 2009 г. С апреля 2006 г. фонд действовал по схеме государственно-частного партнёрства, поскольку к шести государствам-учредителям (Германии, Дании, Исландии, Финляндии и Швеции) присоединились девять частных компаний региона.

В недавно опубликованном отчёте НЕФКО подводит итоги и анализирует опыт пятилетней работы Углеродного фонда TGF. Изначальной целью его деятельности была финансовая поддержка проектов совместного осуществления. За прошедшее время проработаны более двухсот инвестиционных предложений в России, на Украине и в странах Балтики, связанных главным образом с энергетической эффективностью. Более ста из них рассмотрены Комитета инвесторов, заключено 13 договоров о закупке сокращения выбросов.

"Поскольку на каждый евро приобретённых фондом углеродных квот приходится более десяти евро инвестиций, общий бюджет сформированного портфеля проектов превышает 400 млн. евро. Большинство проектов связано с использованием возобновляемых источников энергии, энергосбережением, заменой топлива", говорит Аш Шарма, менеджер фонда с 2005 г.

Работа фонда объединяет усилия самых разных участников, включая собственников проектов, правительственных структур стран региона, финансовых организаций, консультантов и аудиторов. Важной составляющей стало распространение опыта подготовки и выполнения проектов при "обучении действием". Следует отметить, что нормативно-правовая база формировалась параллельно, ведь фонд был создан ещё до ратификации Киотского протокола и разработки процедур проектов совместного осуществления. На сегодня из 16 таких проектов всего мира 5 зарегистрировано с участием Фонда TGF. Одной из первых реализована программа с оформлением и передачей участникам единиц установленного количества и единиц сокращения выбросов.

"Совместное осуществление позволяет получить дополнительные финансовые средства для реализации энергетических проектов, способствует улучшению управления, налаживанию мониторинга ", заключает Аш Шарма.

В то же время отчёт говорит о необходимости совершенствования документации и процедур механизма совместного осуществления, чтобы ускорить рассмотрение проектов и уточнить требования к ним. Необходимо также политическое решение о роли совместного осуществления, использования его потенциала после прекращения действия Киотского протокола.

    НЕФКО и Несте Якобс подписали соглашение о финансировании и выполнении проектов, обеспечивающих безопасную перегрузку нефтепродуктов на терминалах России, Украины и Беларуси.

For the past five years, NEFCO has been an active participant in the project-based segment of the carbon markets which have mobilised significant new investments for climate change mitigation.

The Baltic Sea Region Testing Ground Facility (TGF), a pioneering regional carbon fund managed by NEFCO, has committed over 35 million EUR of public and private capital to reward greenhouse gas emission reductions achieved by energy sector and other projects in the Baltic Sea Region through the Kyoto Protocol’s Joint Implementation (JI) mechanism.

The TGF’s active procurement phase began in early 2005 and ended in December 2009. Since April 2006, the TGF has been a public private partnership with the addition of nine private sector participants, in addition to the founding six sovereign investors (Denmark, Finland, Germany, Iceland, Norway and Sweden).

In a newly published report, NEFCO takes stock of the TGF’s experiences and lessons learned over this five-year period. A founding objective was to provide economic resources for JI project. The TGF has over the years, evaluated over 200 investment proposals in Russia, Ukraine and the Baltic countries, mostly in the energy sector, presenting almost 100 to its Investor’s Committee and ultimately developed a portfolio of 13 projects with signed Emission Reduction Purchase Agreements (ERPA).

 “The final portfolio represents over 400 million EUR of capital investment in cleaner energy technologies, hence each euro of TGF carbon financing leverages over 10 EUR of investment. Most of these projects have been in the renewable energy, energy efficiency and fuel switching sectors”, said Ash Sharma, who has been the Fund Manager since 2005.

The TGF has engaged a wide range of stakeholders in the course of its work, notably project owners, host governments, financing institutions, consultants and auditors. An important part of its mandate was to disseminate the knowledge gained through implementation of real investments and build capacity through “learning by doing”. This has occurred against a backdrop of an evolving regulatory environment, since the TGF started operations before the Kyoto Protocol was ratified and the JI procedures have developed since then. Today, the TGF has “registered” 5 of its projects out of a tally of 16 globally, and is one of the first programmes where AAUs and ERUs has been issued and distributed to participants.

“The main benefit of JI has been to provide an additional revenue stream that can support energy projects over a period of time, creating incentives for good management and appropriate monitoring, Ash Sharma concludes.

However, the report also cautions that the modalities and procedures of the mechanism need upgrading to ensure a more timely and predictable flow of projects, and that climate policy needs to recognises the role of JI in a post Kyoto environment if JI is to realise its full potential.

    Eight schools and six day-care centres in Olenegorsk, which is situated in Northwestern Russia on the Kola Peninsula, will benefit from a comprehensive energy saving scheme financed from NEFCO’s Facility for Energy Saving Credits.

    The project will involve the installation of automated heating sub-centrals as well as balancing and thermostatic valves in 14 buildings, which are owned by the city’s education department.

    The NEFCO Carbon Fund (NeCF) has signed two agreements to procure emission reductions from two small hydro power projects in Sichuan province, China.

    The renewable energy projects will be implemented under the Kyoto Protocol's Clean Development Mechanism (CDM).

    NEFCO and Neste Jacobs have reached an agreement to finance and implement projects to ensure the safe offloading of oil products at terminals in Russia, Ukraine and Belarus.

    Under the terms of the agreement, NEFCO will fund the operations while Neste Jacobs will provide the oil offloading technology and its engineering services.
