Project/Assignment Description: During 2019 a Priority Investment Project of about EUR 13 million was developed in close partnership with the City of Kremenchuk.
The project aims to build up needed heating capacity within a single residential area in Kremenchuk. Biomass boilers as well as natural gas boilers are considered in the project as well as other infrastructural improvements, which will increase reliability, raise service quality and ultimately reduce environmental impacts and the cost level of operation.
A large part of the preparatory work was financed by Danida Sustainable Infrastructure Finance (DSIF). NEFCO is considering Loan Financing to the project and DSIF is considering a significant investment grant contribution to the project.
The investment project will be implemented from the second half of 2020 and NEFCO is expecting to contract a qualified Consultant to carry out a PIU support function to work together with the local Project Implementation Unit.
The scope of work will include, but is not limited to, the below main assignments and responsibilities:
- Support in capacity building of PIU; Support in project implementation;
- Support in design and preparation of technical specifications / tender documents;
- Procurement and support;
- Support in ensuring compliance with Financing Agreements and other agreements;
- Support in contract administration and works supervision;
- Arrangement of timely disbursements under the contracts;
- Support in preparation and reporting on ESAP.
Assignment Start Date and Duration: The Request for Proposals is expected to be issued in June 2020. The Assignment is expected to start in early August 2020 and has an estimated overall duration of 30 months.
Cost Estimate for the Assignment: A total maximum budget of approximate EUR 350.000 (exclusive of VAT) is expected to be allocated for the assignment.
Funding: The consultant’s selection and contracting will be subject to availability of funding. Funds may be allocated from Danida Sustainable Infrastructure Finance (DSIF) and administered by NEFCO.
Eligibility: There are no eligibility restrictions.
Consultant Profile: The consultant will be a firm or consortium of firms with extensive Project Implementation Unit Support (PIU) experience in DH and energy efficiency sector in Ukraine.
Only shortlisted consultants will receive a detailed Terms of Reference (ToR) and a Request for Proposals (RfP) with instructions. Parts of the developed feasibility study is expected to be made available for shortlisted consultants. From receiving ToR, at least three (3) ) weeks will be given to the consultants to submit a proposal.
